Aloha Friends. Welcome back. Part 1 of 2.  Implosion, HRP-Style

There are many strong and energy-filled conservatives and Republicans in Hawaii.  Thank youThe Hawaii Republican Party can be better.

Writing to conservatives & Republicans, mostly in Hawaii, I email rather than blog because this is a (quasi) private discussion. These reports chronicle HRP’s story with enormous amounts data and solutions. My perspective is that of conservative, Republican, former State Party Chairman & RNC member. I am not here writing for any of my current conservative organizations, nationally or in Hawaii. These reports augment what you should hear from HRP, or what you need to research. We won’t always agree but we should be informed. Hawaii conservatives should know they are not alone. Please forward to conservatives or ask to be removed.

To know where you’re going, you have to know where you’ve been.  We’ve provided reports at least monthly for six years.  A friend maintains these reports at

HRP failed again in 2016 and has no plan for 2018.  HRP is unable to challenge Democrats until Republicans first fix their house.  We need a conservative, competent, organized, manned, and funded HRP with committed leaders.

Ugly start to another election cycle. Fukumoto-chang gone (Reader “We are draining the swamp in Hawaii Republican Party one RINO at a time.“), but Saiki (boss in her own mind, and Rohlfing’s) will not allow Rohlfing to declare Pine dead to the Republican party. Treasurer Smart reveals campaign finance law-breaking and incompetence, and Rolhfing’s counter-charges throw the establishment into a split tailspin. Your State Cmte meeting became a shouting match of whiney voices. A failed current party chair is running for reelection against a just-as-terrible untried and inexperienced newbie in a fight not about politics, but about selling the wasteful HQ office space.  Neither appears to care about winning elections. Honolulu County upends a confused liberal establishment, electing conservative outsider Kulbis as Chairman.  HQ and Hellreich, dragging the state Exec Cmte and Trump-Hawaii corrupt leadership with them, are being sued for violating RNC rules. Meetings – Finances & State Meeting – By the Numbers

Hawaii. Quick stop for NRA campaign and time with our conservatives. Highlight – was not again assaulted by disgraced former Rep Fale & wife.

-NRA Campaign. Several radio spots for NRA campaign.  Virginia Citizens Defense League monthly meeting.  Delaware Town Council meeting

-HRP FEC  HRP end of February is RED again. Receipts $1,147 + 0 RNC bailout + 0 state account transfer. FEC Sustaining Donors: No Exec Cmte (no Rohlfing, Hellreich, Ward, nor anyone), zero district chair, only 1 member! When leaders don’t buy in, don’t expect others to do so. Disbursements $15,974 is ALL admin overhead & 0 for elections. CoH down from 69.8k to 54,973 means that CoH for operations = 4.9k with 44k in building account & 6.1k counties. Based on current State Cmte report, our numbers here have been highly accurate, without benefit of their internal hidden figures. We STILL know better their status than do they.

MONEY NOTES & State Meeting

HRP CSC. Treasurer Smart and R/H/W have no idea how to use CSC soft money.

Pay outs= 1314 more on Koolau event, 1310 James salary+1298 payroll tax, 1476 mortgage+2591 building maintenance+363 utilities, 754 copier rental, 67 office supplies, 279 phone, 152 cable, 150 MailChimp, and a whopping 3033 compliance consulting. Nothing expended on elections, messaging, or lobbying. Deferred health ins & accounting.

Quick check. FEC report at 15 pages is the shortest since HQ changed from quarterly to monthly reporting in August 2003, breaking Rolhfing’s state party all-time record of 20 pages in June ‘15. For reference, in 2008 our reports averaged 65 pages of transactions.

Assisted suicide, HRP-style.  This month’s receipts by Rohlfing, Hellreich, and Ward (R/H/W) are the lowest since monthly reporting began in August 2003, breaking Rohlfing/Hellreich/Ward’s record low $2,282 in June 2015. At state meeting, Smart said R/H/W need to raise at least $15k/month just to pay bills and the wasteful building costs. For reference, the ‘08 monthly average receipts was $62k/month, lowest was 22.7k in March.

Friends do dumb. We warned HQ that the mortgage payments made by donors directly to CPB had not been properly reported, the party is breaking campaign finance law. Oahu League cheerleader, Steve Holck confirms this as he places foot in mouth with: To:  3/3/2017 10:17:56 A.M.

My response to Holck call to save HQ: Holck is incorrect in his analysis.  Even were we to trust his figures, he begins with an assumption that 1. the location is the best location and 2. that we need a HQ year-round. However, he announced exactly what I warned HQ about in our February report. His $1000, and the others, are not recorded with campaign finance. They are right now jumping thru their collective asses figuring out exactly who and when those $1k payments were made and amending their finance report. Finally, back to faulty assumptions. ‘HQ as a place to sink our roots and revitalize the party.’ We’ve had that space for 15 years, and somehow NOW he wants to revitalize?

The $69k due mortgage becomes $100k+ as HQ formally announces the use of the building fund to include the 4k monthly maintenance fee and utilities, plus any maintenance which may rise.

Liar, liar, pants on fire. Oahu League Thomas says Rohlfing lost $100k of the building fund. Smart says Thomas is a liar because the funds aren’t lost, they were used for the huge HQ salaries. HIRA: Team Hellreich Dumps Rohlfing When $100k Goes Missing

Rohlfing presents a reso to sue OLRW if they won’t help sell HQ. OLRW lawyer replies with “nuh uh”.  Meanwhile, all the HQ folks are being sued for their unconscionable acts prior to national convention.

State Committee Fiasco covered here because it was all about finances. In the face of huge old-timer (Hellreich, Saiki) protest, Rohlfing decides to convene the meeting on Maui (so he can stump for reelection at the Maui county convention).  Disaster began with Rohlfing admitting he, and previously Saiki and Chang, had broken Rules section 306 (we told you so here) regarding who was allowed to vote in a state meeting. Thomas, who has long gotten two votes, was aghast that she would be allowed only one (because she opposes Rohlfing’s reelection). THEN, Rohlfing reverses himself ‘we always break the rules, we may as well this time’.  Then there is the conflict of interest of paid staff being a district chair, allowing James to vote on his own fate.

Once they establish a phone connection, always an adventure with these guys, taking roll sucks 25 minutes and ever-awake Secretary Ready never says whether they meet quorum. Hochberg plays tough guy ‘hurry up, you’re wasting my time’ as if anyone cares. Several, Thomason (he) & Chong Kee come out of hiding to support Saiki/Hellreich against Rohlfing.

Our many faux-parliamentarians blurt out at random intervals ‘Call the Question’, Rohlfing did an adequate job of ignoring them.  The proposed agenda change took the remainder of the first hour i.e. half of a two-hour meeting and absolutely no business conducted. Score Rohlfing 1, Smart/Hellreich/Saiki 0. With the agenda change as a test vote, Rohlfing knew he didn’t have numbers … his friends deserted him: Tupola and Ward voted with him early then both dropped off the line, never heard from again (like their performance at the Capitol), when they were outnumbered by the Hellreich/Saiki faction. Paikai cried again, this time describing Ostrov as his newest in a line of his saviors.

Lies and obfuscation. Treasurer Smart reported at March 18 State meeting, and her dire report was understated.  HQ is almost 4k more in trouble than she let on.

Uh oh. They went beyond the intra-establishment bickering into violations of federal and state campaign finance law. Treasurer Smart (trying to cover her butt) responding to Secretary Ready (trying to cover his butt) “When federal and state laws are being violated, the body needs to know. We tried to keep this at the Executive Committee level but the Chair chose to make it a State Committee issue.“ Translated, HQ tried a cover up in the Exec Cmte before finally (in a not-so-veiled-attempt-to-cover-their-butts) presenting this (Ready is embarrassed by the transparency) to the State Cmte which has with budget responsibility. When your Treasurer admits that laws are being broken, expect the weenies to scatter.

They are running (away). Financial problems and probable liability are raised at State Cmte meeting. Less than a week later, Hockberg & Grace resign district positions they assumed only one month ago, stating that all of a sudden they are too busy to serve (hoping to distance themselves from their allies’ corruption).

Treasurer Smart kicks it off with “not approved “unethical” purchases”, “decimated internal control measures”, “I was told to not report certain donations to the FEC”, “may be penalties because of the chair and Executive director intervention”, “need a CSC amendment, maybe for five years and it will be costly”, “we received out legal finding on March 9” (I warned them at the start of February and again March). Smart is trying to cover her butt (and ego), trying to make other people culpable “I am so frugal with your money”, “I want to protect your money” (which clearly, she has NOT), “I (personally) donated too much money”, “my reporting format is better” (than the universally accepted GAAP reporting), uh huh, “I care about protecting donor funds”. She tells us that we sure are lucky to have such an honest, intelligent, wealthy treasurer or we’d be in a bad place, except, wait, we are in a bad place and she is the Treasurer.

HQ building is what this is all about. Smart says $44k in “fenced building money” though we know from BCRA McCain-Feingold there is no longer any “fenced” funds.

Smart reports on current financial status but she hides (or misses) 4k of disbursements which is odd, as in, why lie if it shows Rohlfing in even a weaker position? Unless she really doesn’t have a handle on the finances. These are numbers we pulled straight from the same FEC report.

Slap-fest about Music Man Jack James being required to raise $15k/month as part of his contract. Music Man ignorantly agrees, but, but, that isn’t what the contract says. Regardless, Hellreich drills down and gets Music Man to admit he failed.  The contract says that if the party (not him personally) doesn’t raise $15k/month, he is gone. Either way, bye-bye, but, hey, who is HQ to actually follow rules or a contract?

Sustaining donor scam is, as we report monthly, virtually $0. Smart “We’re hemorrhaging donors” would be accurate if we had donors in the first place. “$192 through mid-March is not enough to sustain operating costs” is her gross understatement. Rohlfing and Music Man James won’t let anyone, get this, who isn’t Mormon handle the accounting. Their call but, just saying, this is weird and scary.

Major donors. Smart says we “never had someone donate more than $10,000” but that too is a lie. I did, to keep up with the 10-20 donors above $10k when we had a ‘real’ HRP.  Ask your own John Henry Felix who quit last year but is brought back to stump for Hellreich/Saiki and the Oahu League.

Then, then, then, Smart begins yelling! Wow. “Why are you never talking to your Treasurer (her hurt feelings)”, “You’re doing a Lincoln Day ad and you haven’t talked to your Executive Committee, you haven’t talked to your Treasurer (that ego again)”, “You’re talking about an expensive venue at the Convention Center. I’ve seen no contract. I’ve seen no travel or lodging for guest travel arrangements”, “This is the first time you’ve talked to me in months”.

Rohlfing deflects and tries to calm her “So, Treasurer Smart, we have been reporting incorrectly for several years?” Silence. More silence. Uh oh. Now, Smart is yelling, Hellreich loudly tries to interrupt to also yell at Rohlfing but Smart isn’t done yelling, accusing Rohlfing, Saiki and Chang for breaking the law the past five years. Kulbis sneaks in “Mr. Chairman you should be answering questions, not asking them.” Smart, dejectedly feeling sorry for herself “You should have been talking to your Treasurer.”

Jig is up. Rohlfing gets Smart to admit she has not, for the past YEAR, prepared a financial statement. Now, Smart is losing it, Hellreich is screaming to be heard “You’ve done nothing” aimed at Rohlfing. Hellreich tells how she is the savior and has raised all the money and freed all the cute kittens (ok, the kittens thing is just my fun). Music Man toots his horn and Hellreich blows it back “Tell the truth! You’re supposed to raise your salary” (not true, but Music falls for it). District chairs, like little children, murmur in the background, a few blurt out every now and then. Saiki, ever reminding us that she is the smartest once-congressman from the ‘80s “We have been discussing the sad affairs of our party finances.” Good thing or we may have thought we were discussing, say, how we’re going to win elections.

Rohlfing, Hellreich, Ward, Saiki, Smart and ALL the Exec Cmte are culpable if there hasn’t been a financial statement in a year. They AND the State Cmte are responsible if they’ve been reporting incorrectly for five years. You wonder why we can’t win elections?  

Without having conducted any business, at the two-hour mark Rohlfing abruptly says goodbye and cuts the phone line from Maui. His opponents are seething at HQ, staring in disbelief at the dead phone line. They grumble, claim victory, and slowly exit the HQ Rohlfing may soon sell.

By the numbers

5.  HRP lacks integrity to address Rs – Thielen (ACU 29), Carroll, McDermott (ACU 35), Pine, Fenton – who endorsed 2012 Ds against Rs. Add, 2014 Cheape (26), Egge, and Hannemann’s ‘Rohlfing Rs.’ 2016 Kaaihue, Pine, Combs, Djou.

29.  out of 100. House R ACU 2016 average, down further from a 2015 terrible 34.  Maui Dem is Hawaii most conservative.  McDermott & Tupola score in mid-30s, Ward is lowest at 24.

48.  Months since Hellreich wrote “use massive voter registration drives to Increase our chances of winning.” 24 since she said “We need voter registration drives.”  No HRP voter reg drive in five+ years.

50.  McDermott swears he is conservative, as if retelling a lie makes it true. ACU 50 lifetime = liberal.

52.  Months since the ’12 required HRP financial audit was to be conducted. 40 since the ’13 audit was due. 29 since HRP chair promised. Donors don’t give when finances are in question.

584.  Days (as of April 1) to the 2018 General election.


HIRA’s exposure of Saiki and R/H/W corruption shows that HRP needs cleansing.  Fearful R legislators are as culpable as the State Cmte is incompetent.  

-Some members are angry that HIRA reports HQ silence, corruption, and cover-ups, rather than angry about the silence, corruption, etc.  Republican inaction is more proof of R legislators’ impotence (& the State Cmte)Many who thought it mean to criticize HQ, now see the light about HQ incompetence and problems. You are welcome, to my house. Remember you saw it first from Ryan, then Lee, then HIRA.  Unfortunately, most the new-to-awareness want simply to replace the old status quo (Rohlfing, Tupola, Ward, James, Ready) with their own crop of the same status quo (Hellreich, Saiki, Ostrov, Thomas).

-Referring to himself as the dictator of Kauai GOP, County chair Yoder’s cute email demands no one criticize HRP or its ‘leaders’. From the guy who has ZERO Rs in ANY state, county or local office, can’t fill precinct positions, and can’t field opponents in campaigns, he makes himself a joke. Hamman responds “[Kauai and State GOP] have the inability to deal with criticism and face the truth, particularly that the Hawaii Republican Party has been a major disaster and needs a complete overhaul.  It is interesting how a leader can demand that no one ought to be critical of the party even if it has operated in a disastrous fashion and often operated in a manner appearing unethical and unlawful.  I hope you can understand why we need a major revolution and renovation within the party.”

-McDermott again voted to increase your taxes. He was called out by HIRA. He apparently worked hard to fire back against HIRA, Ryan, Lee. Reader “McDemott missed work yesterday as reflected in his ‘excused absence’ next to all his March 3 votes.  We know how he and Rollman spent their time instead!“

Who is she? Reader During the Trump rally, several women approached me including Beverly Sutton about Ostrov running for State Chair. I told them that Ostrov is a Rino that she’s pro Akaka Bill, and she has no experience. These women were shocked!  They don’t know about Ostrov’s stands on issues because Ostrov refuses to discuss them.

-Aside from the chair race, Ostrov still has NOT addressed her Stolen Valor. During Ostrov’s miserably-executed, underfunded, under-manned congressional try, Saiki wrote that Ostrov’s Bronze Star was for valor in combat.  Perhaps unimportant to Saiki and military-ignorant folks, the rest of us including Ostrov know this is a breach of honor and integrity. Though SCOTUS ruled essentially anyone can claim anything, we know Saiki is lying and Ostrov is allowing her to do so.

ACU 2016 ratings. 0/76 Hawaii legislators are conservative i.e. not one scored 80% or above. ACU is more generous than Heritage Action or Conservative Review. Every Hawaii R received a failing grade in 2016. Of 100 points, liberal McDermott is 35, lowest is Ward 24. R average 29, only three points above D’s 26. R 2016/lifetime: McDermott 35/50, Tupola 33/39, Thielen 29/25, Cheape 26/18, Ward 24/33. ANY Republican alleging to be conservative is PROVEN a liar. Example, McDermott wrote another profane, whiney email to HIRA arguing he is conservative because, in his view, raising taxes doesn’t count. For lifetime scores, not one R is conservative.

D Maui’s DeCoite 36, voted more conservatively than any R member. Several Ds voted better than your micro-leader Tupola. Dems DeCoite 36, Har 33, Kong 33, Yamine 33, Aquino 32, Choy 32, Cullen 32, Jordan 32, McKelvey 32, Ohno 32, Tokioka 31, Say 30, Ito 29, and Oshiro 27 ALL voted more conservatively than Cheape 26 and Ward 24. 22 Ds are more conservative than your elected NCM Ward.
